What Does an Asbestos Operative Do?
An asbestos operative, also known as an asbestos removal operative or asbestos technician, is responsible for safely removing, enclosing, or encapsulating asbestos-containing materials (ACMs) from buildings and structures. The work involves setting up containment enclosures with negative pressure units, wearing full respiratory protective equipment (RPE) and personal protective equipment (PPE), carefully stripping ACMs without releasing fibres, double-bagging waste for controlled disposal, and carrying out thorough decontamination procedures after each shift.
Asbestos was used extensively in UK construction until it was banned in 1999. The Health and Safety Executive (HSE) estimates that around 5,000 people die every year from asbestos-related diseases in Great Britain, making asbestos the single greatest cause of work-related deaths. HSE guidance states that buildings constructed after 2000 are unlikely to contain asbestos, but any building built before that date may contain ACMs. Full HSE guidance is at hse.gov.uk/asbestos.
Because of the severe health risks, asbestos removal is one of the most tightly regulated activities in UK construction. The Control of Asbestos Regulations 2012 (CAR 2012), which came into force on 6 April 2012, governs all work with asbestos in Great Britain. The regulations and their Approved Code of Practice (ACOP) are published as document L143, available at hse.gov.uk/.../l143. The full text of the regulations is at legislation.gov.uk/.../2012/632.
Licensed vs Non-Licensed Asbestos Work
CAR 2012 divides asbestos work into three categories, and understanding the difference is essential for any asbestos operative:
- Licensed work: Higher-risk work that can only be carried out by an HSE-licensed contractor. This includes removing sprayed coatings (limpet asbestos), removing or disturbing asbestos pipe lagging, work on asbestos insulation, most work on asbestos insulating board (AIB), and work involving loose fill asbestos insulation. All licensable work must be notified to the enforcing authority using an ASB5 form at least 14 days before work starts.
- Notifiable Non-Licensed Work (NNLW): Lower-risk work with asbestos that does not require a licence but must be notified to the enforcing authority. This includes certain work with asbestos cement, textured coatings, and certain types of AIB work that is short duration.
- Non-licensed, non-notifiable work: The lowest-risk asbestos work, such as minor maintenance of asbestos cement products. Still requires proper training, controls, and PPE but does not need notification.
HSE guidance on deciding whether work requires a licensed contractor is at hse.gov.uk/.../licensing. The HSE states: "If in doubt, assume the work is licensed and stop work until you are told otherwise."
What Training Do You Need?
Training requirements depend on the type of asbestos work you will be doing:
- UKATA Category A - Asbestos Awareness: This is the baseline course required for anyone whose work might disturb asbestos. It covers the dangers of asbestos, types and locations of ACMs, emergency procedures, and how to avoid exposure. It does NOT allow you to work on asbestos. Details at ukata.org.uk.
- UKATA Category B - Non-Licensed Asbestos Work: Additional training for operatives who will carry out non-licensed work with asbestos. Covers safe removal techniques, decontamination, waste disposal, and use of PPE/RPE.
- UKATA Category C - Licensed Asbestos Work: Training for operatives working for HSE-licensed contractors on higher-risk asbestos removal. This is a 3-5 day course covering enclosure construction, negative pressure units, controlled removal techniques, air monitoring, and full decontamination procedures.
In addition to UKATA training, the British Occupational Hygiene Society (BOHS) offers professional qualifications for asbestos specialists:
- BOHS P402: Surveying and Sampling Strategies for Asbestos in Buildings - for asbestos surveyors
- BOHS P403: Asbestos Fibre Counting - for analysts
- BOHS P404: Air Sampling and Clearance Testing - for clearance analysts
- BOHS P405: Management of Asbestos in Buildings - for dutyholders and managers
BOHS qualification details are at bohs.org. HSE guidance on training for asbestos work is at hse.gov.uk/.../training-for-work-involving-asbestos.
CSCS Card for Asbestos Operatives
Asbestos operatives need a CSCS card to work on construction sites. CSCS issues specific cards for asbestos operatives under the skilled worker scheme. According to CSCS, the available cards for asbestos removal operatives are:
- Red Apprentice Card: For those registered on an NVQ Level 2 in Controlling Asbestos. Non-renewable. Requires 3+ years of experience plus an ACAD/ARCA/IATP/UKATA refresher certificate.
- Blue Skilled Worker Card: For operatives who have completed the NVQ Level 2 in Controlling Asbestos. Valid for 5 years. Requires a current CITB HS&E test pass and an ACAD/ARCA/IATP/UKATA refresher certificate.
The NVQ Level 2 in Controlling Asbestos is assessed on-site by an assessor who observes you carrying out real asbestos removal work. It typically takes 8-16 weeks while you are working. Full CSCS card details for asbestos operatives are at cscs.uk.com/.../asbestos-operatives.
Asbestos Operative Pay Rates 2026
Pay rates for asbestos operatives are higher than many entry-level construction trades because of the hazardous nature of the work and the strict training requirements. Current rates from live SiteJobs listings and industry data:
- Trainee asbestos operative: £18-22/hour
- Licensed asbestos removal operative: £22-28/hour
- Experienced operative (NVQ Level 2): £25-32/hour
- Asbestos supervisor: £28-38/hour
- Asbestos analyst (BOHS qualified): £30-45/hour
- Day rate (contract): £180-£350/day
- London and South East premium: add 10-20% to all rates
Rates depend on whether the work is licensed or non-licensed, the type of ACM being removed, and the complexity of the project. Sprayed coating and loose fill insulation removal commands the highest rates because these are the most dangerous ACMs. Check live rates on SiteJobs - search sitejobs-code15 on Google.
The Asbestos Medical Requirement
Under CAR 2012, all workers exposed to asbestos must undergo regular medical surveillance. For licensed asbestos workers, a medical examination is required at least once every 2 years, and the first examination must take place before starting licensed work. The examination is carried out by an HSE-appointed doctor and includes a lung function test and a chest examination.
For notifiable non-licensed work (NNLW), medical surveillance is also required, but the frequency may differ. The medical records must be kept for 40 years after the last exposure. HSE guidance on health surveillance for asbestos workers is available through the ACOP L143 at hse.gov.uk/.../l143.
Key Equipment Used by Asbestos Operatives
Asbestos removal requires specialised equipment to prevent fibre release and protect both operatives and the public:
- Respiratory Protective Equipment (RPE): Full-face positive pressure masks with P3 filters, or powered respirators. RPE must be face-fit tested for each operative.
- Personal Protective Equipment (PPE): Disposable overalls (Type 5/6), nitrile gloves, safety boots, and hi-vis. All PPE is disposed of as asbestos waste after each shift.
- Negative Pressure Units (NPUs): HEPA-filtered extraction units that create negative pressure inside the enclosure, preventing fibres from escaping.
- Decontamination Unit (DCU): A mobile unit with dirty, shower, and clean areas for operatives to decontaminate before leaving site.
- Air monitoring equipment: Used by analysts to check fibre levels inside and outside the enclosure, and to issue clearance certificates.
- Waste bags: Red and clear asbestos waste bags for double-bagging all ACMs and contaminated PPE.
How to Become an Asbestos Operative
Asbestos removal is accessible to people with no previous construction experience, provided you meet the medical requirements and complete the training. Entry routes include:
- Direct entry to a licensed contractor: Many licensed asbestos removal contractors hire trainee operatives and provide the UKATA training in-house or through an approved provider. You must be 18 or older and pass an RPE medical. Total training cost: under £500 if arranged through your employer.
- Construction worker to asbestos: If you already hold a CSCS card and have construction experience, you can move into asbestos removal by completing UKATA Category A, then Category C training, and joining a licensed contractor.
- Demolition to asbestos: Demolition operatives who already hold asbestos awareness certificates can specialise by adding UKATA Category C training and joining a licensed asbestos removal firm.
- Apprenticeship: Some employers offer structured asbestos operative apprenticeships combining on-site experience with formal training and NVQ assessment.
The Asbestos Removal Contractors Association (ARCA) is the main trade body for licensed asbestos removal contractors in the UK. ARCA provides training, guidance, and represents the industry. Details at arca.org.uk. The Industry Approved Training Provider (IATP) also lists approved training providers at iatp.org.uk.
Asbestos Safety - Key Hazards and Controls
The HSE identifies asbestos as the greatest cause of work-related deaths in Great Britain. The key hazards for asbestos operatives include:
- Fibre inhalation: The primary risk. Asbestos fibres are invisible and cannot be smelled or felt. Inhaling fibres can cause mesothelioma, lung cancer, asbestosis, and pleural thickening, all of which typically take 15-30 years to develop and are incurable.
- Heat stress: Working in full PPE and RPE inside a sealed enclosure can cause dangerous body temperature rises, especially in summer. Hydration breaks and cooling protocols are essential.
- Fibres on clothing: Without proper decontamination, fibres can be carried home on clothing, putting family members at risk. This is why DCUs are mandatory.
- Unidentified ACMs: Even with surveys, not all asbestos is found before work starts. Operatives must be vigilant and stop work immediately if they encounter unexpected materials.
The HSE worker's guide to asbestos safety is at hse.gov.uk/.../workers. It explains that workers must: stop work if they find something suspicious, never eat or drink in contaminated areas, always use the DCU properly, and report any defects in equipment or procedures immediately.
