Health and Safety in UK Construction

Updated August 2026

← Back to Blog

The United Kingdom is recognised internationally as a world leader in construction health and safety. The UK's fatal injury rate for workers is consistently among the lowest in the European Union and globally. This reputation is built on a legal framework managed by the Health and Safety Executive (HSE), comprehensive legislation including CDM 2015, RIDDOR and COSHH, and a culture of risk assessment that starts before the first brick is laid.

According to HSE statistics for 2024/2025, 126 workers were killed in work-related accidents across all sectors in Great Britain, and 59,219 non-fatal injuries to employees were reported under RIDDOR. The estimated cost of workplace injuries and ill health in 2023/24 was £22.9 billion. These figures show why the UK's rigorous health and safety framework matters on every construction site.

The HSE - Britain's Health and Safety Regulator

The Health and Safety Executive (HSE) is the UK's national regulator for workplace health and safety. It was established under the Health and Safety at Work etc. Act 1974 (HSWA), which is the foundational piece of legislation covering all workplaces in Great Britain. HSE enforces health and safety law in construction, agriculture, factories, and other high-risk sectors, while local authorities enforce it in offices, shops, and warehouses.

HSE's remit includes inspecting construction sites, investigating serious accidents, prosecuting breaches of health and safety law, publishing guidance, and setting industry standards. HSE inspectors have wide-ranging legal powers. They can enter any workplace without a warrant, issue improvement notices, issue prohibition notices that stop work immediately, and bring criminal prosecutions that can result in unlimited fines and imprisonment.

CDM 2015 - The Construction (Design and Management) Regulations

The Construction (Design and Management) Regulations 2015 (SI 2015/51), known as CDM 2015, is the primary regulation governing health and safety on UK construction projects. It came into force on 6 April 2015, replacing CDM 2007.

CDM 2015 defines five dutyholder roles, each with specific legal responsibilities:

Dutyholder Key Legal Duties Under CDM 2015
Commercial Client Make suitable arrangements for managing the project, appoint dutyholders, allocate sufficient time and resources, provide relevant information, ensure welfare facilities are provided.
Principal Designer Plan, manage and monitor health and safety in the pre-construction phase. Identify, eliminate or control foreseeable risks. Ensure designers carry out their duties. Liaise with the principal contractor.
Principal Contractor Plan, manage, monitor and coordinate health and safety during the construction phase. Prepare the construction phase plan. Organise cooperation between contractors. Provide site inductions and welfare facilities.
Designer When preparing or modifying designs, eliminate, reduce or control foreseeable risks that may arise during construction, maintenance and use of the building once built.
Contractor Plan, manage and monitor construction work under their control without risks to health and safety. For single contractor projects, prepare a construction phase plan.

Projects involving more than one contractor must be notified to HSE using an F10 notification. The full summary of duties is published by HSE on their CDM 2015 duties page.

RIDDOR - Reporting Injuries, Diseases and Dangerous Occurrences

The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR) require employers and people in control of work premises to report and keep records of specified workplace incidents. RIDDOR is enforced by HSE.

Under RIDDOR, the following must be reported to HSE:

In 2024/2025, HSE reports that 59,219 injuries to employees were reported under RIDDOR across all sectors. Reports are submitted online via the HSE RIDDOR reporting system.

COSHH - Control of Substances Hazardous to Health

The Control of Substances Hazardous to Health Regulations 2002 (COSHH) require employers to control exposure to hazardous substances in the workplace. On construction sites, hazardous substances regulated under COSHH include cement and concrete (which can cause occupational dermatitis and chemical burns), silica dust from cutting bricks, concrete and stone (which causes silicosis and lung cancer), isocyanates in paints and adhesives, solvents, welding fumes, and diesel exhaust fumes.

The HSE COSHH framework requires employers to follow eight steps:

  1. Assess the risks from hazardous substances
  2. Decide what precautions are needed
  3. Prevent or adequately control exposure
  4. Ensure control measures are used and maintained
  5. Monitor exposure where necessary
  6. Carry out health surveillance where appropriate
  7. Prepare plans and procedures to deal with accidents and emergencies
  8. Inform, train and supervise employees

Silica dust is one of the most significant COSHH risks in construction. According to HSE, silica is the second biggest risk to construction workers after asbestos. Approximately 2,146 mesothelioma deaths in 2024 were attributed to past asbestos exposures. HSE provides specific construction health risk guidance covering dust, noise, vibration, asbestos, and manual handling.

Risk Assessments and Method Statements (RAMS)

Risk assessments are a legal requirement under the Management of Health and Safety at Work Regulations 1999. Every construction task must be assessed for risk before work begins. A risk assessment identifies hazards, evaluates who might be harmed and how, and documents the control measures put in place to eliminate or reduce the risk.

A Method Statement, often combined with a risk assessment as RAMS, describes step by step how a specific task will be carried out safely. It is not a legal requirement in itself, but it is standard practice on UK construction sites and is often required by the principal contractor before work begins.

Employers with five or more employees must record the significant findings of their risk assessments. HSE provides a risk assessment template and guidance for small businesses.

Worker Responsibilities on UK Construction Sites

Under CDM 2015, construction workers have specific legal duties. Workers must take care of their own health and safety and that of others who may be affected by their actions. Workers must report anything they see that is likely to endanger themselves or others. Workers must cooperate with their employer, fellow workers, contractors and other dutyholders.

Every worker on a UK construction site must hold a valid CSCS card, which requires passing the CITB Health, Safety and Environment test. The CSCS HS&E test costs £22.50 and includes 50 multiple-choice questions on topics including legal management, health and welfare, general safety, high-risk activities, and specialist activities.

Frequently Asked Questions
